Designed as a contemporary landmark, the building is structured into two clear elements — a solid base and a slender tower — establishing a strong vertical presence in the urban landscape. The architectural expression emphasizes clarity and order, reflecting the institutional character of the program. The material palette consists of exposed concrete, metal panels, and glass, creating a contrast between solidity and transparency.
